Поиск по просторам инета показал, что эта проблема есть также в Mandrake 9.2

Kernels 2.4.21.0.13mdk...0.19mdk are broken. Here is a workaround:

Kernel 2.4.21.0.24mdk is OK. The current kernel for Mandrake 9.1 at the time
of this writing is kernel 2.4.21.0.26mdk. Unfortunately that kernel contains
FreeS/WAN 2.00 but the userland utilities are still FreeS/WAN 1.99, so it
does not work. Mandrake 9.2 has a similar problem (FreeS/WAN 1.99.8,
userland 2.01).

FreeS/WAN support in Mandrake has been broken for months now. It must
have been really low on their priorities list... :-(
